There are basically three problems with the premises used to achieve the conclusion. First: Humans must be seperate from the natural world in order to make the argument. Second: To effectively throw money at the problem, one must have an idea of the chain of events leading up to the current situation and dinosaurs are the first link in the chain. Which link would you pick? Third: an amazing amount of ego is required to speculate that; a. Humans have artifically caused a problem (especially without dinosaurs), b. Humans can fix a problem and, c. Humans can fix the problem with money.
